在推进“一带一路”建设，同时南京定义为特大型城市的背景下，南京南部新城处在大好的政策背景之下。为区域发展提供有效发展存量。南京南部新城地处长江流域经济带与长三角经济圈的双重辐射。依托南站商务区及已存市中心地位，已成为南京发展最核心区位。

设计将从可持续发展出发，以绿色基础设施，人本空间和产业引擎为基础，采用EOD+TOD 的模式，实现EOD 带动，突显绿网水脉、自行车的慢行属性，与轨道、公交协调，支持TOD 发展，推动新城中心的持续提升。
